Competitive Bidding
Competitive bidding is used to procure labor, materials, and supplies in excess of $20,000. Major features of competitive bidding include:
- Specifications are used, including standard "boilerplate" and technical requirements
- Contract award is based on lowest responsive and responsible bidder
- No negotiation of contract terms is permitted
- Contractor may be required to provide performance and/or payment bonds
- General liability and workers' compensation insurance may be required
Competitive Negotiation
Competitive negotiation is used for professional or unique services in excess of $20,000. Major features of competitive negotiation include:
- Requests for proposals (RFPs) and/or requests for qualifications (RFQs) are used
- Contract award is based on a variety of factors, including experience of firm and project team, references, and price
- Negotiation of contract terms is permitted
- General liability and workers' compensation insurance may be required
